Which of the following most accurately describes the problem?

• Striking owner-drivers at Alfred McAlpine quarries in South Wales returned to work last week after failing to win an immediate increase in rates.

But McAlpine has agreed to regular meetings for the first time since the mid-1980s, and a rates rise is likely early next year when the company is due to review its sale of charges to customers.

The company has also agreed to review scheduling of tarmacadam work in a bid to reduce waiting time on deliveries which can stretch to three hours, says drivers' spokesman Eric Morgan.

The hauliers went back to work, on McAlpine's insistence, after staying out on strike for three days.
