Which of the following most accurately describes the problem?

• It has not been thought necessary to keep a separate record of accidents involving articulated vehicles, said Mr. Bob Brown, Parliamentary Secretary to the Ministry of Transport in the Commons this week. All the indications were, he said, that they were not disproportionately numerous.
