Which of the following most accurately describes the problem?

• Mason L. Crathem, Heathlands Drive, Maidenhead, was fined a total of L20 and 25 guineas costs on two counts of obstructing Ministry of Transport vehicle examiners, contrary to S 183 (3) Road Traffic Act 1960. He had pleaded guilty by letter.

On the first occasion, April 1, Crathem's delivery van was seen stationary in Willesden High Road in an apparently uncared for state. When told by a vehicle examiner that he intended to inspect the vehicle, the accused refused permission and drove off.

The second offence occurred at Heathlands Drive, Maidenhead on May 28, where vehicle examiners were again refused permission to inspect the vehicle. Soon afterwards it was ascertained that the vehicle had been disposed of.
