Which of the following most accurately describes the problem?

A N application for 10 tippers of 64 I-1 tons on B licence was made at Chester on Monday by Mr. C. N. Catherall, of Buckley, who said he wished to operate more economically. He wanted the units to carry solid fuel for G. 0. Sharman and Co. Ltd. and bricks, stone, clay and fuels for the Castle Fire Brick Co. Ltd. as required.

Mr. J. E. Jones, for the applicant, said the vehicles were at present on contract to Sharman arid the Castle Fire Brick Co., but this licence would be surrendered. The vehicles would be doing exactly the same work as they were doing under the contract, said Mr. Jones, but on a B licence they would be able to carry traffic for the customers in both directions.

ln evidence, Mr. Catherall said that vehicles often ran one way empty under the contract licence and he hoped to save the equivalent of two vehicles. He told Mr. G. P. Crowe, appearing for a number of independent road objectors, that he did not intend to cut rates for his customers if the application was granted. 'The farthest the vehicles usually travelled was South Wales.

Mr. T. C. Roberts, representing Castle Fire Brick, said the company was getting satisfactory service and rates from Mr. Catherall. It would not he their future policy to change all their contract licences. Mr. Crowe submitted that the actual contract licences should have been produced. There was no evidence of need to justify a grant, be said.

Mr. A. H. Jolliffe, the North Western deputy Licensing Authority, reserved his decision.
