Which of the following most accurately describes the problem?

QTRICTER measures are being taken by the Customs authorities of many Continental countries to ensure strict compliance with the rules governing transit of loads under T.I.R. carnets. Also, more stringent general requirements are likely to be laid down in future as a result of discussions now taking place in the International Road Transport Union (IRE.)

This warning has been given by the Road Haulage Association to members of the Association's International Group. Errors in procedure which have been reported to the R,H.A. include the following:— (1) Failure of the haulier's authorized agent to sign each sheet in the carnet. (2)

Failure to check on loading that items mentioned in the manifest correspond With details of the load. (3) Omission either to provide a full description of the goods on each sheet or to attach a complete set of invoices. (4) Use of T.I.R. plates of the wrong colour or dimensions. (5) Omission to provide holes for the Customs seal of the T.I.R. plate at the rear of the trailer_ (6) Omission to attach authenticated photographs of the trailer or vehicle to the certificate of approval which is carried.

An example of tighter control now being exercised is a request from I.R.U. to the Association to suspend further issue of carnets to hauliers who fail to return them within 10 days after use.
