I READ WITH interest the comments on fees for gaining approval for Driver CPC training ('Trainers will pass on Driver CPC price hike', CM 3 April). There was widespread speculation about the move to change the method of charging for the approval of Driver CPC training courses by the Joint Approvals Unit for Periodic Training (JAUPT) both before and during the consultation process conducted by the DSA on the "Further Implementation Arrangements". This was largely due to the growing consensus that regular annual training should be encouraged in preference to training in a single block of 35 hours.

The period of consultation, between August and October 2007, resulted in broad agreement with the proposal to change the charges from a 'per course' to a 'per hour' basis. The consultation report published by the DSA in February 2008 stated: "Most responses were in favour of the proposal for course approval fees to be charged according to the length of the course at £36 per complete or part hour."

The cost of training, however it is arrived at, will have to be passed on to the recipient, as was quite rightly stated in the article. However, the training industry has a responsibility to ensure those costs are minimised. To that end, RTITB has devised a structured approach to the delivery of Driver CPC training that we think meets those objectives.

This has been achieved in a number of ways. First, RTITB accredited organisations can deliver CPC training without the requirement to be 'approved' by JAUPT. This is because we manage and maintain quality standards within the terms of our own approval. The cost of accreditation is approximately half the JAUF'T approval fee. Second, RTITB's Master Driver programme meets the requirements of every aspect of Driver CPC and can be delivered by appropriately qualified instructors without the requirement for substantial investment in course development costs. Third, there are no annual course approval fees for accredited organisations as these are borne by RTITB.

In short, RTITB has used its long-standing experience in the road transport training industry and created an opportunity for training organisations, both large and small. to deliver a quality-assured training programme to a nationally recognised standard. In the process, we've virtually removed any risk associated with development costs and minimised ongoing operating costs to the benefit of provider and recipient alike.
