Which of the following most accurately describes the problem?

• Bardon (England) has told owner-drivers working out of its West Drayton quarry near London to fit reversing camera systems in place of noisy bleeper alarms or lose the work.

The 40 operators, who between them operate 47 tippers hauling roadstone out of the plant, have been told the bleepers are to be disconnected because there are waking up the quarry operator's neighbours.

Bardon is insisting they fit £400 closed-circuit TV systems by the end of July or face being turned away. Bardon has said it will pay half the cost as long as the drivers order the systems soon.

The drivers, who do not wish to be named, are upset at having to stump up the cash and say the systems may be unsafe in winter as they do not work in the dark.

Bardon's site foreman John Elberts says the decision to fit the cameras was made by managers in a bid to stop local residents complaining. "We run more than 50 vehicles from the site and start work at six in the morning.., the bleepers can make a lot of noise."
