DISCRIMINATION by councils against contractors with non-union labour is bad for the ratepayer, the taxpayer and the country, said Junior Employment Minister David Waddington.

The main reason that this discrimination goes on, said Mr Waddington, is to shield from competition the councils' own inefficient direct labour departments.
