Which of the following most accurately describes the problem?

Co. Ltd. against decisions of the Scottish Traffic Commissioners granting to II utchinson's Coaches (Overtown) Ltd„ licences for a series of stage carriage services in the Burgh of Motherwell and Wishaw, have been dismissed by the Minister of Transport.

The Minister considered that the sole point for decision was who should provide the services, as it seemed to him that a case of need had been generally established. He acknowledged the position of Central S.M.T. as operators in the district for many years, but observed that that position had also been acknowledged by the Traffic Commissioners in their grant of various counter-applications. He was not convinced that the supplementary arguments about abstraction and over-provision of vehicles carried sufficient weight to overturn the Commissioners' decisions.
