A COMPLAINT that vehicles loaded rA beyond their authorized capacity were sometimes -reduced to a crawl on gradients was -made in the Commons. Mi. Simon Wingfield Digby (Tory, West Dorset), raising the matter, said that long queues were formed behind these vehicles and there Was a ganger to other road users.
