Which of the following most accurately describes the problem?

By Section 8 (1). Section 52 of the 1947 Act [which provided for the restriction of use of goods vehicles more than 25 miles from iheir.operating centres] and the supplementary provisions contained in Sections 53, 56, 57 (2) 58, 60, 61 and 62 of the 1947 Act are repealed as from the end of 1954. Where a notice of acquisition has been served before May 6, 1953, in respect of an undertaking and that notice is still effective, but the transfer has not yet been made and there is in force a licence in respect of those vehicles which would have been transferred to the Commission, the 25-mile limit will cease to apply to those vehicles as from that date [S. 8 (3)1.

Until that date, the power of the Commission under Section 53(5) and 53(6) of the 1947 Act to revoke original permits granted to existing undertakings to enable vehicles to operate outside their 25-mile limit is terminated, hut

where the Commission have, before May 6, 1953, granted substituted permits under Section 51 (3), their power of revocation is unaffected.

[It should be noted: (a) There will be an interim period until December 31, 1954, when the limit will he abolished, so that during that period no revocation of original permits may be made by the Commission. b) The power of revocation under Section .53 (4) of the 1947 Act in respect of substituted and original permits is exercised by the Licensing Authority on application by the Commission and on proof of a serious breach of a cOndition. The Commission cannot themselves revoke, but this procedure remains, and all operators should beware of 'jumping the gun" before the abolition of the 25-mile limit, as a breach of the rule will still be a breach of condition of the licence.]
