Which of the following most accurately describes the problem?

REGULATIONS known as the Public Service Vehicles (Conduct of Drivers, Conductors and PassengerS) Regulations, 1936, will come into force on July I.

Those affecting drivers and conductors are:—(a) They shall behave in a civil and orderly manner; (b) not smoke during a journey, or When there are passengers on hoard; (c) take reasonable precautions to ensure the safety of passengers when entering or alighting; (d) not wilfully deceive or refuse to inform passengers or intending passengers as to destinations, routes or fares for any journey; (e) if requested by a constable or other person having reasonable cause, give particulars of his licence, name, and the name and address of his employer; (f) not obstruct or neglect to give reasonable assistance to examiners.

The driver shall not, when the vehicle is in motion, speak to the conductor, or any other person, unless necessary on the grounds of safety. The conductor shall (a) whea the vehicle is in motion, not distract the driver's attention without reasonable cause; (b) take reasonable precautions that the means for indicating the fares and destination are correctly displayed; (c) to the best of his ability take steps to enforce the provisions of the regulations governing passengers' conduct.

A driver of a stage or express carriage shall (a) stop as close as possible to the near side; (b) remain not longer than reasonably necessary to pick up or set down passengers, except where specially permitted. The conductor of a stage or express carriage shall not, by failing to signal to the driver to start, cause the vehicle to remain stationary on a road longer than is reasonably necessary.
