Which of the following most accurately describes the problem?

To Break Away rrHE possibility of A.R.O. Devon 1 and Cornwall Area severing itself from headquarters and becoming a separate body, if the National Council does not increase grants for working expenses, was again discussed by the area committee, at Plymouth, last week. Mr. K. G. Foster presided.

The National Council had been unable to accede to the unanimous request of the area committee for the allotment of 70 per cent. of the local subscriptions for area work and 30 per cent, to headquarters. It was decided to submit the area committee's books to a London accountant for inspection.

The resignation was reported of Mr. C. S. L. Borleigh, secretary of the East Cornwall Sub-area. He stated that considerable bad feeling had been created among operators in his district because a mid-Cornwall haulier, who was doing county council work, was operating in the East Cornwall area.

Lt.-Comm. A. Fallon said that similar trouble had occurred in his area. A committee, comprising Messrs. K. G. Foster, F. C. Curtis (chairman of Plymouth Sub-area), Humphrey Cooke and Lt.-Comm. Fallon was appointed to investigate the matter.

It was stated that the Association is to be represented at a meeting of C-licensees, to be convened by Alderman Solomon Stephens (Plymouth), to protest against certain provisions of the Road and Rail Traffic Act. It was hoped that the meeting would be addressed by Major the Hon. Eric Long, political adviser.
