Which of the following most accurately describes the problem?

• Flagged-out hauliers left in the lurch by SOS Euroflag are to receive genuine Dutch Operator's Licences, according to lawyers from Holland and Britain who have stepped in to help the duped companies.

Seven 0-licences have already been issued and about another 40 are expected to be given to haulers shorty SOS Eurofiag director David Platt allegedly sold invalid "interim" licences to UK international hauliers who hOped to make savings on vehicle excise duty by registering their vehicles in Holland. But last month Platt disappeared amid rumours that SOS had not passed on licence payments from UK hauliers.

Aberdeen-based solicitor Michael Allan is now working with Dutch lawyer Han Valenduuk to rectify the situation.

While each haulier will have an individual 0-licence, the companies will form a co-operative called CHOPIN (Co-operative of Hauliers Operating in the Netherlands). Each WM pay an annual fee towards the operating costs of an office which is likely to be based near Harlem.

Valenduuk is in negotiation with the Dutch Department of Transport and is confident that the co-operative will only need one CPC holder in residence to fulfil the Dutch licensing requirements. Allan says: "A number of my clients have been left in a mess and I'm just trying to help them sort this out. While I can't advise them on the Dutch side of the law, I can refer them to Mr Valenduuk."
