Which of the following most accurately describes the problem?

• The Road Transport Industry Training Board has been warned to "square its accounts" before the new system of financing training under the Employment and Training Bill comes into effect at the end of 1975, writes our political correspondent.

The state of the Board's finances was examined by the Commons Committee of Public Accounts following the £4.9m excess of liabilities over assets in 1971 which was reduced to £124,000 last year.

The Committee in a report published on Wednesday said the Department of Employment had allowed this deficit because they were satisfied it would not be out of,line with the Board's levy revenue of some £19m a year and that it would be cleared within a reasonable period.

The Department assured the Committee that training boards were reviewing schemes to make sure they would be able to put their accounts in order before the new proposals came into force.

The MPs welcome these assurances and trust that any new arrangements for financing the Boards would include safeguards to ensure there will be no question of the Department having to pay grants to Boards because of any excess of liabilities over assets.
