Which of the following most accurately describes the problem?

ANEW booklet published by the Roads Campaign Council, 15 Dartmouth Street, London, S.W.1, gives a summary of ways in which traffic jams can be avoided. Called "Divide and Survive," the 32-page booklet is based on some of the papers delivered in April, 1961, to the symposium, "Urban Survival and Traffic," held in Newcastle upon Tyne and organized by King's College, University of Durham, in conjunction with the council.

Seven experts from Britain, South Africa and the U.S.A. have collaborated with the council to produce the booklet which includes digests of their papers and covers city design for the future, public transport, parking and urban motorways.
