Which of the following most accurately describes the problem?

IT is becoming more and more likely I that the application of the "agreements and monopolies" regulations to European road transport will be postponed, without prejudice to eventual definitive solutions. At present the E.E C. Commission is likely to propose to the Council of Ministers that there should be two regulations, one for sea and air transport and the other for inland transport, the latter to exclude land

transport from the first regulation on agreements and monopolies for a specified provisional period. At the end of this period the Council will either have adopted some ad hoc formula, or else will apply the full general regulations.

The urgent need is for an end to the present uncertain situation about application of monopolies rules to transport, and this is one subject which the Council of Ministers are now discussing.
