Which of the following most accurately describes the problem?

NEW RULES allowing the use of tachographs as an alternative to drivers' records books are to become law on August 1.

But Transport and General Workers Union national organiser Jack Ashwell warned this week: "There will be trouble if anyone tries to use them on domestic routes."

The new rules mean that hauliers can use the instruments as a legal alternative to the current drivers' record book. But it does not mean that the tachos must be used.

And the TGWU has already been told by transport minister William Rodgers that there is to be no change in government policy on tachos as a result of the legislation.

"We have already been in consultation with the Minister over this one," said Mr Ashwell, "and he has told us quite categorically that there will be no change in policy — it's basically a formality."

A National Freight Corporation spokesman told CM that the NFC had no plans to use the tachos fitted in its 'vehicles and no plans to have any more fitted.

"These regulations won't, of themselves, alter NFC policy on tachographs with the obvious exception of international traffic," said the spokesman. At present, the unions have agreed that tachos may be used on international journeys — but they have stipulated that they may not be used on any vehicle on a journey between two points within the UK.
