Which of the following most accurately describes the problem?

Having been forced to concede that 40-tonne lorries will produce less aggregate road wear than existing 32-tanners, the Civic Trust (Mr Haigh's letter Commercial Motor June 24) have now moved their ground to attack vibration and damage to buildings.

The opinions that the Civic Trust express are not supported by the facts published by the Government's own research establishment. "tests showed that vehicles with gross weights as high as 44 tons need not generate larger dynamic loads or vibrations than are produced by some existing 32 ton vehicles" — Transport and Road Research Laboratory Report LR582.
