IN preparation for the inclusion of tyre exami nation in both the existing vehicle testing scheme for cars and light vans and the coming scheme for heavier goods vehicle testing, Mrs. Barbara Castle, Minister of Transport, proposes to amend the Construction and Use Regulations to define more precisely the defects for which a tyre should be banned.

Proposals for amendment of the regulations have been circulated for comment to interested organizations.

The Minister is concerned about the large number of accidents caused by tyre failure and the apparent lack of concern by many vehicle owners and drivers about the condition of tyres. This is particularly important in fast travel, as tyre failures account for about 28 per cent of breakdowns on motorways.

If the new proposals are accepted it will be an offence to use a pneumatic tyre on a vehicle if: (a) the tyre is unsuitable for the vehicle or its use (if the tyre strength or pressure is inadequate); (b) the tread does not show a clearly visible relief pattern for at least three-quarters of its breadth round its entire outer circumference; (c) it has a break in its fabric or a cut more than 1 in. long on the outside of the tyre, deep enough to reach the body cords; (d) it has any lump or bulge caused by separation or partial failure of its structure; or (e) it has any portion of the ply or cord structure exposed.

This would give examiners a basis on which to work in inspecting and testing motor vehicles.

In the meantime, the Minister reminds all motorists and drivers of their duty to ensure that their tyres are in sound condition and properly inflated. Tyre pressures should be checked at regular intervals.
