Which of the following most accurately describes the problem?

WITH effect from July 1, British hauliers wishing to operate in Northern Ireland for hire or reward in complete units (rigids or articulated outfits) must apply for an operator's licence from: The Ministry of Development, Road Freight Licensing Branch, Arnott's Buildings, 12 Bridge Street, Belfast I.

The licence costs £3 and is valid for three years. Application must also be made for a road freight vehicle licence (issued free) in respect of each vehicle.

The Ministry of Development has issued a leaflet (RFL 12) which gives full information of the new system.

Yorkshire Traction Fares Up: The Yorkshire Traffic Commissioners have granted the application of the Yorkshire Traction Co. Ltd. for higher fares. These will become operative tomorrow (Saturday). The minimum adult fare will be 3d. and children's fare 2d. The only other fares to be increased were those which were sub-standard to the scale approved Last year. Maximum increase up to Is. is Id.; the maximum between Is. Id. and 2s. is 2d.
