Which of the following most accurately describes the problem?

WITH a promise from the quarry owners that negotiations about rates for vehicles employed under contract would be undertaken if work was resumed, the South Wales tipper operators who withdrew vehicles from the Livox and Rises quarries on July 1 have resumed operations. William Adams and Co. Ltd., Newport quarrymasters, had made it clear that they would not negotiate while the vehicles were out.

An assurance by the William Adams company that contract rates would be examined was given on Monday during the renewed Contract A application by A. G. Orchard and Co. Ltd. (see page 34) and it is expected that the South Wales Licensing Authority will make a practice of stipulating minimum rates schedules on future contract grants.

Testing by 1968 THE Government are pressing forward their

plans to establish their own testing stations for heavier goods vehicles, said Mr. Stephen Swingler in the Commons this week. The scheme for regular testing at the stations was planned to start early in 1968.

Anti-theft—by law ?

THE idea of obligatory anti-theft devices on every vehicle is being considered by the Transport Minister and the Home Secretary. Mr. Swingler, who stated this in the Commons. pointed out that new legislation would seem to be required.
