Which of the following most accurately describes the problem?

The object of the Roadside Petrol Pumps Bill which has been introduced into Parliament is to enable highway authorities to permit the erection of petrol supply pumps on the edge of the roadway, as has been done in.the case of lamp-posts, watering-cart stand pipes and telegraph poles. Section 1 authorizes a highway authority to grant a licence to any person to erect. constrect or place and maintain in or under any highway, pumps, pipes or other appliances for supplying motor spirit for motive power to motorcars and road locomotives drawn up upon the highway. Section 2 requires plans and other information to be submitted with each application for a licence. Section 3 makes provision for the consent of the local authority to be obtaieed in cases where the highway authority is not the local government authority. Section 4 retains the rights in the soil of the highway. Section 5 gives power to the highway authorities to prescribe conditions to be fittached to the licence, and to limit the period and to withdraw the licence in certain cases.

Section 6 empowers an appeal to the Ministry of Transport in the case of a per:on aggrieved by the refusal or withdrawal of a licence or dissatisfied with the terms thereof.

Section 7 empowers the highway authority to charge a fee not exceeding £1 for the grant of a licence.

Other clauses provide for Board of Trade approval of plans and for penalties for non-compliance, etc.
