ayRcianna Avison PHILIP BROWN has vowed to ensure the 0-licensing system is as efficient as it can possibly be when he becomes statutory senior Traffic Commissioner in the spring.

While Brown was already senior TC and the Traffic Commissioner for the South-Eastern and Metropolitan area, the new post gives him management responsibility for the other TCs under the Local Transport Act 2008.

Brown had to apply for the position and was appointed by the Department for Transport. He says the role will enable him to drive through reforms in the way TCs operate.

"I want to make the administrative functions constant across all areas. This is something we have been striving to do for a while, but the Act gives us the momentum to continue with that."

Brown does not expect any immediate changes to the TC set-up as a result of his appointment, but says it will give him the scope to allow TCs to focus on particular areas or projects. "This could mean TCs developing specialist knowledge in a particular sector of the 0licensing system and it allows us to be flexible."

Brown will also be able to give other TCs direction on administrative matters and how to interpret legislation.
