Which of the following most accurately describes the problem?

Twice in the past week, CM has heard calls from different truck manufacturers for the Department of Transport (DfT1 [and by that they mean the Treasury] to extend the Reduced Pollution Certificate scheme after the 1 October Euro-5 deadline. Is this a movement.., a groundswell... or just a coincidence? Whatever it is, CM thinks it's a good idea.

It's about time the DfT (and by that we mean the Treasury] showed some imagination with regards to incentivising the uptake of greener trucks. It's also a timely reminder to all those operators planning to buy a new wagon [admittedly, given the current economic climate, a select group) that you'd better get in quick before the 30 September or forever lose your RPC.

But why should the world stop turning on 1 October simply because Euro-5 kicks in? Iveco's suggestion that further incentives (in the form of an RPC) should be rolled out to include Enhanced Environmentally-friendly Vehicles [EEVI is not only laudable, it's one the DfT land by that everyone means the Treasury) should adopt. Only we doubt it will happen. Why? Because exercising imagination with regards to the early take-up of greener vehicles is something we've yet to see in any Government department (especially the Treasury). No-one would describe the current RPC scheme as a cash bonanza £500 off your annual VED for buying a Euro-5 truck early? Big deall Frankly, it's derisible. We know it, you know it, and so does the DfT. As for the Treasury, it doesn't know the difference between a camshaft and a mineshaft, let alone an RPC and an RPG. VIf the Government really wants 'Green trucks', it should prove it... with some folding green. While you're busy throwing all that money around (and our money at that) Mr Brown, try throwing some at the one group who'll be at the heart of any recovery plan truck operators, Brian Weatherley
