Which of the following most accurately describes the problem?

• Drivers at Consolidated Land Services of Scunthorpe have voted for strike action following a ballot of more than 100 drivers. The drivers are based at steel plants in Scunthorpe, South Wales and Teesside and are represented by the United Road Transport Union.

They are concerned about pay rates from 8 April this year and want CLS to implement local pay agreements of £4.35 per hour. CIS drivers are now paid 2.4.18 per hour. A drivers' meeting on Saturday 17 January will consider a strike but CLS managing director Bob Clarke says: "We are hopeful of negotiating a deal with URTU. There will be no strike action."
