Which of the following most accurately describes the problem?

• German police have removed and destroyed the registration plates of a truck and trailer belonging to a Kent-based owner-driver and are still holding on to the artic five months after impounding it.

Mustafa Eker's E-reg Iveco 220.30 and semi were held in Stuttgart last August after police declared them unroadworthy (CM 23-29 October 1997).

Eker has since returned to Germany three times to pay the 2,000DM (1690) fine and repair and collect the vehicle, but says he has been "messed around".

The police have refused Eker's English cheque, removed his vehicle's registration plates, dismantled his engine and then charged him 710DM (i245) to rebuild it.

Eker now faces final payment demands but, as he has no truck and is out of work, he does not have enough money for the fine and fears German police will scrap his lorry.

He is now seeking legal advice and is determined to take action over what he alleges is "racial victimisation".
