Which of the following most accurately describes the problem?

THE DAYS of the Dartford tunnel grand prix are numbered. The present speed limit of 40mph is not enforceable and the police wish it to be raised to 50mph, with constant radar checks and prosecution for all offenders. First, however, problems with speed detectors in the tunnels have to be overcome.

Nobody believes drivers who boast of doing a ton in their artics under the Thames but the evidence of heavy vehicles racing neck and neck is plain for all to see. The drivers deserve all that is coming to them.
