Which of the following most accurately describes the problem?

ERIC KAY, director of engineering for South Yorkshire PTE is to take early retirement in February.

He became a director at the formation of the PTE nine years ago, but started work with Leyland as an engineeer in 1935, and spent the next 20 years with the company. During this time he was involved mainly in research and development of new vehicles.

In 1955 he moved to Manchester Corporation and a year later became chief engineer with Blackpool Corporation.

Mr Kay then moved south to become general manager with Brighton Corporation Transport and he stayed there for nine years before moving to South Yorkshire.

No decision on whether he will be replaced is likely before April, when the Transport Bill will be law.
