Which of the following most accurately describes the problem?

OWNER-OPERATOR Ian Salmons, who had his application for renewal of his 0-licence refused by the Eastern Licensing Authority, has had his appeal turned down by the Transport Tribunal.

Mr Salmons told the tribunal that he had debts of £5,000 and working capital of £1,000. He was, however, owed £9,000 by RFI (Group Transport) but RFI was stated to be in financial difficulties.

He had been unable to supply the LA with a banker's reference. Mr Salmons' banker had closed his account and asked him to find other bankers.

WHITTLE INTERNATIONAL has launched a fortnightly container grou page service from Britain to Greece. The service is aimed at those markets, such as textiles and chemicals, for which overland transport costs are too high, and it complements existing road services. It uses Cunard's CAMEL vessels on the Piraeus/Athens service.
