Which of the following most accurately describes the problem?

• The scheduled mileage operated by London Transport's buses is to be cut from about 198 million last year to 192m in 1971. This fall reflects the latest stages of the bus reshaping plan due to be implemented during this year, including the closer matching of services to demand.

Staff shortages in 1970 resulted in the loss of about 23m planned miles, but recent improvements in staff recruitment should enable mileage cuts to be reduced by 1.7m this year. The next stage of the reshaping programme will come into effect tomorrow (Saturday), and will involve the replacement of more double-deck buses by standee single-deckers and even--on three routes—by 39-seat RF single-deckers of 1952/3 vintage. On route 271, however, new 'Londoner' 0-m-a double-deckers will take over from Routemaster buses, as recorded last week.

Further stages of the plan will be implemented each month during the year, apart from next month, when the full emphasis will be on the switch to decimalization on Sunday February 21.
