Which of the following most accurately describes the problem?

LONDON TRANSPORT has 1--1 announced that two further suburban single-deck bus routes in the Central (red) bus area will be switched to oneman operation on Wednesday, January 27. They are route 237 (HounslowChertsey), operated from Hounslow garage, and route 251 (Amos GroveBurnt Oak) which operates from Edgware garage. The latest switch-over involves 21 39-seater RF buses which are converted for one-man operation.

Both the above services have been running •at a considerable loss and their conversion to one-man operation avoids a possible reduction or even withdrawal.
