Which of the following most accurately describes the problem?

THREE important omissions from the I Severn Bridge Tolls Bill (which will give the power to charge differential tolls on different classes of traffic using the Severn and Wye bridges and approaches on M4) have led the Traders Road Transport Association and Road Haulage Association to lodge a joint petition with the Minister of Transport. This was presented on Monday.

The organizations are disturbed that: (I) there is no explanation of how tolls are to be computed—the T.R.T.A. and R.H.A. want an assurance that the figures will be based initially on recovering actual expenditure so that they will end, or be reduced to cover maintenance. and not be a permanently costly imposition; (2) no date is given in the Bill for ending or reducing the tolls, as has been done with similar projects (Tamar, Forth); (3) no provision is made for any bodies other than local authorities to lodge objections to whatever figures are proposed for the tolls.

Also, previous major projects of this nature have been financed jointly by the Ministry, thelocal authority or similar body, and the user (through tolls); this Severn scheme is being financed solely by the Government, which may—it is feared—be intending to recover the entire amount from users directly through tolls.
