STOKE-ON-TRENT operator Willi am John Morgan Heath, trading as Cauldron Traction Services, has lost a vehicle on its licence because of maintenance problems and may have its licence revoked unless it can prove it is financially sound.

West Midland DeputyTraffic Commissioner Lester Maddrell cut the licence from three vehicles and five trailers to two vehicles and five trailers. He said the maintenance problems gave rise to the suggestion that the business might be under-funded.

Heath must prove to Maddrell that he has constant and immediate access to f9,600 by the end of February. thus meeting the statutory financial criteria if he wants to keep his licence.

At the inquiry, suggestions that an S-marked prohibition issued for a long-standing brake defect was due to the anti-lock braking system kicking in, and that the prohibition had been lifted without any work being done to the vehicle, were rejected by the Deputy TC. The DTC said he considered it was simple neglect. which had not been picked up at an inspection only three days before. That situation was entirely unacceptable, as braking and steering components were front-line safety matters. Heath had told the DTC that he had moved to his own maintenance facilities at Doveridge, Derbyshire. He had need of authorisation for three vehicles, though he had operated only two for some time. He had in mind a business opportunity hauling concrete sections, which would require a third vehicle.

The DTC said he viewed with great concern what was,in effect, a 50% increase in the number of vehicles for whose maintenance Heath and his staff were responsible. He was not satisfied that the maintenance arrangements were adequate to support more than two vehicles.

He pointed out that if Heath wished to pursue his move to Doveridge. he would need to seek a fresh licence in the North-Western Traffic Area.
