Which of the following most accurately describes the problem?

• A driver who exceeded his hours to avoid a 110 parking fee has been fined 2100.

Thomas Smith of Tamworth, Warks, who works for Benton Haulage of Coleshill, was fined 1100 with 2200 costs by Solihull magistrates for making a false record on his tachograph chart.

Helen Bradin, prosecuting for the Vehicle Inspectorate, told the magistrates that Smith was due to take a break just outside Northampton but found he had to pay a 210 parking fee. To avoid paying he turned his tachograph clock back and drove to Northampton where the parking was free.
