Agriculture and Fisheries Minister John Gummer is to appeal to the 11 other community states to approve a new set of rules including regulating the way animals are transported by truck.

Gummer says: "Animal welfare transcends national boundries". Britain has a moral duty to work for animal welfare standards throughout the Common Market," says Gurnmer. "If we don't, we will end up in the absurd position of encouraging the imports into this country of cheaper food produced under conditions we would find unacceptable".
