Which of the following most accurately describes the problem?

DURING 1962 the number of C-licensed vehicles in Britain rose by just over 1 per cent, to a total of 1,267,777. This increase of only about 14,000 compares with a rise of 50,000 during 1961 and of over 60,000 in 1960.

Most significant among the figures in

the table below is the continuing sizeable increase in the larger vehicles; the 4-5-ton group has been rising by between 2,000 and 4,000 annually for years past. The 2-3-ton categories meanwhile continued their steady fail in numbers and the 1!T-2-ton group now joins them.
