Which of the following most accurately describes the problem?

THE Road Haulage Association is sponsoring an application to the Divisional Court to quash a decision of the West Midland Licensing Authority who granted in chambers a var;ation of B licences held by Barr Common Trading Co. Ltd.

Out of 11 vehicles on B licence, 10 were authorized to carry for hire or reward " for " three named customers within 200 miles. A similar restriction with no mileage condition was imposed on the other vehicle. The company applied for a variation that would entitle it to use the vehicle "on the instructions of" the three customers within 200 miles.

The application was not published, so that there was no opportunity for objections. There would also appear to be no right of appeal to the Transport Tribunal on the grant subsequently made.

THE Ministry of Transport has

1 informed road transport operators, through their associations, that it is intended to move the headquarters office of the Traffic Commissioners and Licensing Authority for the South Eastern Area from London to Eastbourne in the autumn of this year. Further details will be given later.
