Which of the following most accurately describes the problem?

a group of applications by Charley coach operators and Ribble Motor Services Ltd., by the chairman of the North Western Traffic Commissioners, Maj.-Gen. A. E J. Elmslie, at Chorley on Tuesday. Mr. W. Sutton, for Ribble, Tom Jackson (Chorley) Ltd., and W. Simm and Sons Ltd., submitted a schedule of new picking-up points sought. The companies also wanted to operate excursions to theatres and cinemas in Manchester and link three pairs of destinations, slightly diverting the route.

For Progress Motors (Chorley) Ltd., and Turners Ideal Tours Ltd., Mr. J. Baekhouse pointed out that they were applying for additional picking-up points in conjunction with the other operators and also wished to run excursions to Manchester and Bolton for theatres. They wished to link Rhyl and Llandudno, Windermere and Bowness, and York and Scarborough.

Mr. C. Owen, managing director of Turners and Progress Motors, said that theatre excursions were designed to cater for families, as passengers could not take children on private party trips. People who did not first book a theatre ticket would not be carried. Existing road and rail facilities were inadequate.

In submission, Mr. A. Jolly, objecting for British Railways, observed that rail was in a vulnerable position as traffic between Manchester, Chorley and outlying districts might be adversely affected if the application were granted.
