Which of the following most accurately describes the problem?

VOSA IS TO close three authorised testing facilities (ATFs) in South Yorkshire, Somerset and Essex.

It will shut its ATFs in Shefield and Taunton before the end of August 2012 and its Purleet site by October 2012. VOSA says it has based the decisions on the likely availability of new ATFs in these areas, following market analysis it has undertaken. Meanwhile, the 150th ATF has opened at Brownhills-based Gulliver’s Truck Hire. The ATF offers open access vehicle testing of trailers and HGVs ive days a week.

VOSA chief executive Alastair Peoples says: “It’s essential to provide good value-for-money services and reduce costs to the industry. I’m pleased with VOSA’s progress.”
