Which of the following most accurately describes the problem?

PALL-EX MEMBER Premier Palletised has hit out at tightening regulations for operators delivering into London.

MD Adam Hopcroft describes the next stage of the London Low Emission Zone (LEZ) as “another blow to the industry”. From 3 January 2012, all HGVs entering the LEZ will have to be Euro-4 compliant. “Many will be forced to spend a huge amount of money replacing perfectly good vehicles – entire fleets in some cases,” says Hopcroft.

He also says that the £10-per-vehicle, per day, London Congestion Charge has had a significant impact on hauliers. “It appears that this increasing amount of legislation is put into effect without considering the economic impacts. Nearly every shop in London has its goods delivered by lorry or van. What does it mean to them if they cannot get deliveries, or if the increased costs are passed on to them, and, in turn, to their customers?” he asks. Pall-Ex chief executive Hilary Devey agrees: “More needs to be done to recognise how much the capital’s economy needs hauliers to operate freely.”
