Which of the following most accurately describes the problem?

has licence cut for 30 days AVON-BASED THORNBURY Car Transporters has had its licence cut following its second appearance at disciplinary proceedings within three years.

The licence has been trimmed from five vehicles and five trailers to three vehicles and three trailers for 30 days. Western Traffic Commissioner Philip Brown allowed the company to choose the date of the curtailment , as long as it is completed by February.

In 2002 the TC had curtailed the licence to one vehicle and one trailer; it was later increased to the current authorisation.

Paul Carless, for the company, conceded that it had been operating without a CPC holder since December 2003 and had not informed the TC. He said that the company now had a potential CPC holder in mind.

Vehicle examiner Paul Crowley said that since May 2004, the company's vehicles had attracted two immediate and six delayed prohibitions, In June he had carried out a satisfactory maintenance investigation, examining two vehicles. Driver defect reporting could be improved and there were gaps in the inspection records. He accepted that the company was investing substantially and was in the course of building a covered workshop. He felt that there had been a general improvement.

Director John Young said the company had spent a lot of money with its maintenance contractor, but he felt that the safety inspections were inadequate. They had now taken on a Volvotrained mechanic.

He had offered the position of transport manager to two people, but one had refused and another had failed to turn up. His partner was currently studying for the CPC exam. He had done everything he could to find someone to do thejob.

The TC gave the company until the end of January to find a transport manager.
