Which of the following most accurately describes the problem?

II The continuous Operator Licensing system is expected to be launched next year. And when it is introduced there will be a single cut-off date instead of the three planned deadlines.

Licences which expire before the cut-off date will have to be renewed under the present application and advertisement system. After that date all new licences will be continuous, with no five-year renewal—operators will simply have to fill in a form confirming that their operation has not changed. No further paperwork will be necessary unless the operator is called before the Licensing Authority.

The DOT is not saying when it will announce the level of charges under the continuous system (CM 10-16 November).
