Which of the following most accurately describes the problem?

OVER 300 coaches are carrying about 10,000 commuters a day into London, according to the latest survey by the Polytechnic of Central London transport studies group.

The research indicates continued growth in the commuter coach business which effectively began with the 1980 Transport Act, though only 70 coaches were running by early 1982, says PCL.

By mid-1983, this had risen to about 191 and the total had almost doubled a year later with 311 operating by mid-1984.

Of the current total more than 40 per cent run by independents, who have a far greater impact on these services than on long distance express operations, says PCL.

Biggest coach volume by far is from Kent, with about 120 vehicles per day.
