Which of the following most accurately describes the problem?

• Following the issue of delayed and immediate GV9s, a Cheddar haulier, Mr J. Derrick, came before the Western LA and his licence was cut from four vehicles to three for three months under Section 69.

The LA, Mr J. R. C. Samuel Gibbon, heard that a vehicle examiner, Mr H. Hartley, had inspected two vehicles on January 7 1971 and one on January 8 1971. One vehicle received a GV9 with 13 defects and another a delayed GV9. In the latter part of 1971 a further inspection resulted in the issue of another delayed 0V9 and •a further visit made to Mr Derrick's premises in July this year made it necessary for two more prohibitions to be issued.

Mr Hartley said that it was evident from checking through records that maintenance had been very slack. One vehicle, he said, had not been maintained for 5500 miles. Mr Derrick said he had been placed in difficulty because of the sickness of a part-time mechanic. He now used the services of an engineer who was also responsible for maintaining vehicles belonging to Somerset County Council.
