Which of the following most accurately describes the problem?

• The GLC was expected to overrule London Transport's plans to cut by five million the mileage covered by its buses next year. It is understood that when the Council met this week London Transport was to be told that the money which would be saved by such a cut, about £250,000, would not justify the inconvenience that would be caused to the public.

In the report London Transport and the GLC, a summary of which appeared in CM last week, staff shortages and congestion of London's traffic were noted as problems which were causing considerable concern and it is understood that it is mainly on these two points that LT is basing its proposal to reduce its annual mileage.
