Which of the following most accurately describes the problem?

• David Pearson and his son Mark have been granted authority to keep their two vehicles at home. They lost the use of their original operating centre when its owner went into liquidation.

The Pearsons, trading as D&M Pearson, of Chapel en le Frith, Derbys, were called to disciplinary proceedings before North Western LA Martin Albu.

Mark Pearson said that when they were asked to move out of their authorised operating centre at the Bingswood Industrial Estate, Whaley Bridge, they applied to change the authorised operating centre to his home, Piece Farm, Martinside, Chapel en le Frith. He agreed that there were weight restrictions of 7.5 tonnes around the proposed operating centre and told Albu that he left home at 05:00hrs to go to a quarry in Buxton, driving along 5km of narrow road to the A6. There was room next to the house for the two vehicles.

There had been no objections from the local residents, but he had received a letter from the local authority.

Albu said the council had written to say that the access road to the proposed operating centre was steep and treacherous. However, as long as it was limited to two vehicles — neither of them over 25 tonnes — Piece Farm should be acceptable.
