I am most grateful for the reporting and space which has been given to the Meoca proposals.

Quite obviously the most contentious issue would he the publication of rakes which were put forward purely and simply as tentative proposals. There was a clause on the tariff passed round at the meeting that these rates were, of course, subject to currency fluctuations and that with the falling value 6f sterling currency surcharges might have to be applied. Whilst hauliers would naturally not be prepared to operate at a loss, it is important to remember 'that if these rates are over-inflated potential customers will use alternative means of shipment.

I felt you might be interested to have copies of a cross-section of letters I have received since the meeting at Ipswich and I am enclosing these with this letter. The steering committee will be endeavouring to produce more positive proposals which will serve the interests of shipper, forwarder and carrier for the common good. J. W. 'PHILLIPS
