Which of the following most accurately describes the problem?

haulage since March 1974 and, if I have read the articles by George Wilmot (CM February and March) correctly on the transport manager's licence, it seems I am exempt from obtaining a licence by a form of examination. Is this correct ?

Nevertheless, I should like to study for a transport institute award to gain a qualification above the minimum level set for a TML. Unfortunately, I live in a rural part of Wiltshire and day-release courses are out of the question owing to the small staff of the concern. Will I then, presumably, have to study for an Institute qualification by correspondence ?

A Now that this country is remaining in the EEC, TMLs (or whatever term is finally used) will become compulsory for those in public haulage management on and after January 1, 1978. The position of those who do not engage in public haulage for hire and reward and carry only their own goods has still to be decided. You are correct in stating that you will receive a licence "as of right" by virtue of the fact that you held your management position before January 1 of this year. Detailed regulations for Great Britain have still to be formulated but this principle is clearly stated in the EEC directive, It would be prudent to attempt a qualification above the minimum level, like one of the grades of membership of a transport institute. A correspondence course may not be necessary in your case. If you can reach Swindon in the evenings, the Business Studies section of the College of Further Education in Regent Circus is offering a whole range of courses for the Intermediate of the Chartered Institute of Transport (CIT), the Associate Membership of the Institute of Traffic Administration or the Associateship of the Institute of Road Transport Engineers. In addition, the College hopes to arrange a number of courses covering CIT Final examination subjects from September. Further information can be obtained from the Business Studies Department of the College, or from the CIT Western Area Education Officer, Mr A, Wells, 45 Orchard Road, Nailsea, Somerset.
