Which of the following most accurately describes the problem?

THE Passenger Vehicle Operators' Association is to submit to the Government an amendment to the Transport Bill to deprive the London Transport Executive of the power to operate road services outside the London Passenger Transport Area, even under road service licences.

The Association states that it would seem from the Bill that the L.T.E. could run such services, whereas it could not do so before the 1947 Act.

• It is suggested that the amendment might take the form of depriving the British Transport Commission, as such, of the power to run services outside the area, bearing in mind that at present the B.T.C. operates practically no such services.

"Although the Bill would give power to the Minister to direct the B.T.C. to dispose of its controlling interest in passenger road transport undertakings, the Association's policy has been, and still is, that there should be provision in the Bill for_ making it obligatory for the B.T.C. to relinquish such con trol. Accordingly, the Association will submit that suitable amendments should be included which would have this effect," states the P.V.O.A.
